ECI PUT RESTRICTIONS ON PAROLE TO DRUG OFFENDERS DURING ELECTIONS

Election Commission of India puts restrictions on the parole to drug offenders during General Election to the Lok Sabha, 2019

Disclosing this here today spokesperson of officer of Chief Electoral Officers said that the model code of conduct shall apply in cases of release of convicts on parole. If State Government considers that release of any convict on parole is absolutely essential for certain compelling reasons in that case, State Government shall consult the Chief Electoral Officer concerned before granting parole.

He further said that the parole should be given in the cases of extreme emergency and it should by ensure that he/she do not indulge in any election related activities. Further, releasing of the drug offender’s on parole should be strictly prohibited. However, if grant of parole to such offenders becomes necessary for certain reasons, then advance intimation shall be given to Police and Drug Law Enforcement Agencies including NCB Zonal Units so that a watch on their activities may be kept. If any such person is found indulging in any objectionable activity, his parole should be cancelled forthwith. The District Election Officers shall also apprise the Observers of the constituencies concerned about the release of convicts on parole, if any.

Spokesman said that ECI had also issued instructions regarding release of convicts on parole during model code of conduct. According to these instructions, if State Govt. feels that release of any convict on parole is absolutely essential for certain compelling reasons such as death of immediate family member, marriage of convict or any immediate family member in that case State Govt. Shall consult the Chief Electoral Officer before granting the parole. The parole should be given in the cases of extreme emergency and that too for the minimum essential period only. A strict watch should be kept on the movement of such convict on parole and it should be ensured that they do not indulge in any election related activity. If any such person is found indulging in any objectionable activity, his parole should be cancelled forthwith. The District Election Officers shall also apprise the observers of the constituencies concerned about the release of convicts on parole, if any.
