BUDGET A DOCUMENT OF TALL PROMISES, SILENT ON DELIVERY MECHANISM : SIRSA

New Delhi, March 22 : The Delhi MLA Mr. Manjinder Singh Sirsa today lashed out at Kejriwal Government for presenting a budget full of tall and hollow promises and said that it lacks mechanism to implement the announcements made by the government. He also said that this budge should be termed as Red Budget instead of Green Budget as the government has failed to list steps to contain pollution in the National Capital.

Reacting to the budget presented today, Mr. Sirsa said that budge is as per the expected lines of tall promises poor on delivery front. He said that it was fundamental formula of the AAP to make loud noises and perform little and this has been adopted in the budget itself. He said that the AAP government preferred to enhance grants under various categories specially in Eduation and Health sector but forgot that it has failed miserably to implements its earlier announcements made in the budget last year.

He said that people of the Delhi are well aware that this government failed to utilize Rs. 2000 crores of Green Cess for curbing pollution on National Captial and it was only after courts and NGT jumped into the matter and directed the government to take steps, it was forced to use these funds. He said that similar is the case with the budget presented today which has no mention of the steps government will take to save Delhi from high pollution. He said that no only this, had the government been serious on curtailing this problem it would have announced subsidy for Metro fares but it failed to do so which depicts its intentions.

Quoting figures Mr. Sirsa said that last year provisions were made for Rs. 11300 crore allocoation for education sector whereas the government succeeded in spending Rs. 3083 crore only. He said that instead of going into the reasons and working on improving its efficiency on this front the government has preferred to enhance the budget for Education sector to Rs. 13,997 crores which is 26 percent of the budget. He wondered when the government failed to spend more than Rs. 10000 crores of the last how would it do so in the next fiscal.

The Shiromani Akali Dal-BJP MLA further said that similar is the case with the Health sector. AAP government had allocated Rs. 5736 crores in last budget but it could spent only Rs. 2152 on health during the whole year. He said that on the same lines instead of self analysis on failures to spent, the government has enhanced the budget allocation to Rs. 6729 crores.

Mr. Sirsa said that it was most unfortunate that the government had tried to mislead the people by enhancing the budget estimates at Rs. 53000 crore from Rs. 44,370 crores. He said that it would have been better if the government had focused on delivery mechanism. He said that people are already listing to the announcements since last more than three years and are eagerly waiting to see action on these announcements. He said that this party had grabbed power by promising moon to the people but now was getting slower for delivering on promises. He said that installation of CCTV cameras and Wi Fi were major ingredients of its promises but in today’s budge the AAP government has pushed implementation of these promises to end of 2019. He said that security of the public is main concern but the government is making excused to implement measures in this regard.

Mr. Sirsa said that it was most unfortunate that budge is silent on all the major problems concerning the common man and but AAP government has tried to exaggerate figures on delivery front. He said that AAP had promised during polls that it will provide houses to the poor residing in Jhuggis but now it has announced to construct toilets for them and backtracked on providing them permanent homes. He said that same is the case with education and health sector as the AAP had promises to construct more new schools now it was talking of constructing new class rooms and in health sector it has promised to construct new hospitals now it was talking of adding new beds to existing hospitals.

He said that problem of potable water for the residents of the National Capital has reached peak levels but the AAP government has failed to take steps to restore water supply for the people. He said that keeping in view gravity of the situation budget for this sector should have been increased as per the requirement but the FM failed to do so. He said that even FM had accepted in Assembly that 47 percent water is going unaccounted or going waste.

Mr. Sirsa said that FM was aware of failures of the AAP government on initiating projects so he skipped mentioning these in his budget speech and instead budget speech had focused on criticizing Centre government and LG. He said that it surprising that AAP have got a plot worth Rs. 200 crore in National Captial and daughter of Mr. Satyendra Jain also got job without any problem from LG but for works of people AAP government keeps blaming LG.

Mr. Sirsa also said that AAP government has failed to keep its promise on providing jobs to youth. He said that they had promised 8 lakh jobs but failed even to provide 50 thousand jobs.

He also said that it was also most unfortunate that the Finance Minister has completely ignored the public opinion on the budget which had given its views on what it expected from the budget and a report on these was presented to him. He announced to move amendments based on the inputs of the public to the budget during discussion on the budget.
