CIVIL SURGEONS TO ENSURE THE QUALITY ASSURANCE OF HEALTH CARE SERVICES IN THE GOVERNMENT HOSPITALS: BRAHM MOHINDRA

The District Hospital Nawashahr here today received the award of Rs. 50 lakhs as first prize under the Kayakalp Swachh Bharat Abhiyan 2017-18 for maintaining high standards of cleanliness, sanitation and hygiene. The award was handed over by Sh. Brahm Mohindra, Health & Family Welfare Minister, Punjab at a special ceremony held to felicitate the outperforming Govt. Health Institutions at State Institute of Health & Family Welfare, Phase-VI, Mohali.

Speaking on the occasion Sh. Brahm Mohindra congratulated the Civil Surgeon SBS Nagar, Senior Medical Officer, DH, Nawashehar, Medical Officers and other Para Medical. He said that this achievement will further encourage and motivate other districts hospitals of the State to achieve high standards under Kayakalp. He exhorted the Civil Surgeons to ensure the appropriate implementation of parameters set under the Kayakalap Swach Bharat Abhiyan to maintain quality assurance of health care services. He said that patients satisfaction should be top most priority for the hospitals. He stressed that the District Health Administrations should ensure the cleanliness and infection control practices in the public health practices of the district.

Health Minister stated that the “Kayakalp” initiative has encouraged the public healthcare facilities in the State to achieve and maintain the standards of excellence. He said that Kayakalp Programme is set to promote physical cleanliness in the government hospitals along with putting in place in proper systems and standard operating procedures including services like operation theatres, bio-waste disposal or protocols etc. A Civil Surgeon’s conference was also chaired by Sh. Brahm Mohindra on the occasion, wherein the performance of the districts in respect of various health services were reviewed.

Giving details about the award winning hospitals, the Health Minister said that District Hospital Nawanshahr attained first position by scoring 93.6% points and won a cash prize of Rs. 50 lakhs. The hospital also achieved 100 points for cleanliness outside the boundary wall that was included as key indicator. In the category of Sub Divisional Hospitals/Community Health Centres, the SDH Jagraon and Mukerian got first prize, both with the same percentage of 86.4% points each and won the prize money of Rs. 7.5 lakhs respectively.

He told that as many as 40 State hospitals were qualified for getting the prize money as award this year under Kayakalp campaign. This year Urban Primary Health Centres were also included. 1st prize in the categories of UPHC was jointly given to UPHC Lal singh Basti, Bathinda & UPHC Model town Ludhiana and they received the prize money of Rs. 2 Lakh along with the trophies, 2nd prize under UPHCs was given to UPHC Bishan Nagar, Patiala and UPHC Hadiabad, Kapurthala and they received the prize money of 1.5 lakh. The 3rd prize was given to UPHC Paramjitpur, Kapurthala & UPHC Majat, Mohali and they received Rs. 1 Lakh per UPHC.

The Health Minister also appealed the various stakeholders, people, NGOs, voluntary organisations etc., to participate in this endeavour and share the responsibility for cleanliness of the health facility.

Speaking on the occasion, Mrs. Anjali Bhawra, Principal Secretary, Health and Family Welfare, Punjab said that the initiative towards total “Swacchta” in public health facilities is aimed towards building confidence of the users in public health facilities. The move also would encourage the hospital staff in providing quality services and encourage team work, she said. She said that it should not be a one time measure but the said govt. hospitals should also be maintain the parameters set by the health department. She added that the objective behind these awards was to promote cleanliness, hygiene and infection control practices in public health care facilities and as well to incentivize and recognize such public healthcare facilities that show exemplary performance in adhering to standard protocols of cleanliness and infection control.

Mr. Varun Roojam, Managing Director, PHSC gave a powerpoint presentation on the occasion elaborating the entire procedure of selection of award winning hospitals under the KayaKalp Programme. He explained the methodology of selection including internal assessment, peer assessment and other rating procedures. He also laid emphasis upon the improvement in the govt. health facilities, owing to the Kayakalp initiative.

Health Minister also inaugurated and mobile application e-Rakt Kosh, a portal to connect 45 Government blood banks in Punjab. Mr. Brahm Mohindra said that this portal will also help the patients to get the detail of voluntary blood donors with the blood stock availability in the blood banks. He said that it would also reduce the wastage of blood as it is linked with the Centralized Blood Bank Management System.
